Legendary former Colorado State football coach Sonny Lubick is scheduled to be our “kickoff” speaker in the morning. Sonny is a great speaker, and his life lessons extend well beyond the football field.
Bill Davison will speak with us, in three segments throughout the day, on Contract Content, Protests, and Request for Proposals (RFPs) with Best and Final Offers (BAFOs). Bill is the Director of Purchasing for Stearns County Minnesota. Bill is also a master instructor for the National Institute of Government Purchasing (NIGP) and has developed curriculum and taught the following NIGP courses: Contract Management; Contracting for Services in the Public Sector; Fundamentals of Leadership; Requests for Proposals; Introduction to Public Procurement; Intermediate Public Procurement; Risk Management in Public Contracting; Advanced Public Procurement; Procurement Management; and Welcome to Public Procurement.
Our conference will include the Quarterly Business Meeting, Open Forum discussions, catered on-site lunch (included in registration cost), and site tours for those who are interested.
Please plan on joining in. Come prepared to link and learn.

This course will cover strategic planning within an organization and the importance of its relationship to procurement planning. Planning models will be discussed as will public sector budgeting. Developing key partnerships within the organization in requirements determination will be explored, as this will lead to the development of proper specifications. Pricing strategies employed in the public sector such as cost analysis and life cycle costing will also be covered.
Intended Audience:
This introduction to the strategic planning/procurement planning process will be valuable to all public procurement professionals who are interested in developing strategic working relationships with end users in their organizations. Instructor: Mr. Michael Bevis, CPPO, C.P.M.
Michael Bevis is a Member of the Board of Directors of the National Institute of Governmental Purchasing, is active as a “Purchasing Management Assistance Program” consultant and instructor for NIGP, and has been a member and past Chairman of the NIGP National Research Committee. He teaches procurement at DePaul University in Chicago. He is a graduate of Georgetown University Law Center (J.D.), and is currently a Ph.D. candidate at Northern Illinois University.
He has focused his efforts on procurement and supply management leadership for the past 18 years and his experiences have included Deputy Purchasing for the City of Chicago and Purchasing Manager for the Chicago Park District, he is currently Chief Procurement Officer for the City of Naperville, Illinois a position he has held for the past eight years. In his current position he has primary responsibility for a 160 million dollar annual spend that. His procurement experiences have included projects as diverse as the City of Chicago 911 Emergency Center (~$250 million) and the acquisition of bulk energy for the Naperville electric utility (~$437 million).
He has spoken at several national conferences on the topic and has been recognized for his professionalism and leadership with several local, regional and national awards including Professional Purchasing Manager of the Year 2005 from the National Institute of Governmental Purchasing and Manager of the Year 2004 from the Illinois Association of Public Procurement Officials; in addition the City of Naperville is an 8 time winner of the National Purchasing Institute’s Achievement of Excellence in Procurement Award, the NIGP Innovation Award 2006, 100% Certification Awards (3 years) and the only municipality to have earned the prestigious Pareto Award of Excellence from NIGP.
